That scooter has a top speed of 40+MPH which makes it a motorcycle under DC law. It is supposed to be registered, inspected, insured and the operator must have a motorcycle endorsement on their driver's license. I'd say call 911 and report an unregistered vehicle parked on the sidewalk, but since there are literally hundreds of unregistered moped, scooters and motorcycles on DC streets and sidewalk these laws are obviously not enforced in any real way.
Scooters are not mopeds. Mopeds have pedals like a bicycle (can operate by pedal or engine power) and a top speed of 30mph. Moped riders catch crap all the time for stupid stuff people do on scooters. Mopeds that meet the legal requirements need no license or registration.
Calling one the other is similar to calling a New Zealander an Australian. There are strong cultural differences and disdain for those who don't know better.
Lastly would you leave a $3000-$8000 bike unlocked in front of your home or work? Its only slightly more difficult for a thief to steal a moped or scooter than it is to steal a bike. This is an issue of not enough parking.
